Internal Email Raises Explosive Allegations Against Orlando Commissioner Shaniqua Rose

ORLANDO, Fla. — In an investigation first reported by The Florida Sun, documents obtained through a public records request revealed a confidential internal email obtained via a public records request and authored by an Orlando Police Department (OPD) corporal alleging repeated instances of potential misuse of public office by Shaniqua Rose. The emails have raised new questions about ethics, campaign conduct, and the blurred line between city business and political activity, allegations that, absent formal charges, may never be heard in open court.

The email, dated July 10, 2025, was sent by Manuel Genao, a Community Relations Division officer, to Orlando Police Chief Eric D. Smith. In it, Genao requests to be removed from accompanying Commissioner Rose to public events, citing what he describes as mounting concerns about possible violations of law, departmental policy, and ethics rules tied to campaign-related activities while he was on duty.

The email is marked “EXEMPT” under Florida public records law and details a series of interactions that Genao says placed him in professional and legal jeopardy if continued.

Allegations Detailed in the Email

According to the email, on July 8, 2025, Genao met with Rose and her aide at the Northwest Community Center before traveling together in a city-issued police vehicle to Fairlawn Village Apartments. Genao states that prior to entering the vehicle, Rose directed her aide to bring a box that was later found to contain reelection flyers.

Genao wrote that he immediately instructed the aide to remove the campaign materials from his assigned vehicle and warned Rose that transporting such items could violate policy and place him at risk. He emphasized that he distributed only official OPD flyers during the event, while Rose and her aide separately distributed non-police materials.

Later that day, during what was described as a “walk and talk” through the Colony Cove neighborhood, Genao alleges he overheard Rose discussing campaign sign placement, including remarks referencing signage already supporting Regina Hill. Genao says he again warned Rose not to engage in campaign solicitation in his presence while he was on duty.

The email further alleges that during transportation between locations, Rose made dismissive remarks about rules and compliance, and that Genao overheard a phone conversation in which Rose allegedly instructed someone to generate and mark invoices as paid in order to funnel money. Genao states he removed himself from the situation and continued performing his assigned duties.

He also references a prior April 2025 event where he says he overheard conversations suggesting funds could be routed through nonprofit organizations in a manner that raised concerns about potential financial impropriety. The email states, “One prior incident of concern that I can remember would appear as a conflict of interest that raises alarming concerns for me from an event held on 4/21/25, at 1118 W Church St. where I excused myself after overhearing conversations between another man and Commissioner Rose talking about funneling money from unknown if city or campaign funds through invoices and nonprofit organizations to possibly disguise what would appear to the public as money laundering.”

No Charges, No Courtroom—and Possibly No Public Record

It is critical to note that the email contains allegations, not findings, and there is no public record confirming that any criminal or ethics charges were filed as a result of the claims outlined by Genao. The corporal explicitly states that he limited disclosure of his concerns to the police chief, citing fear of professional retaliation and damage to his career.

Context: Case Against Regina Hill Dismissed

The allegations outlined in the Genao email emerge against the backdrop of a high-profile but now-dismissed case involving Regina Hill, Rose’s political rival. Hill’s case, once widely publicized was recently thrown out, meaning the claims surrounding it will also never be adjudicated in court.

The dismissal underscores a broader pattern that critics say is troubling: serious allegations involving elected officials may surface publicly, shape political narratives, and then vanish from the judicial system without resolution, leaving voters with unanswered questions and no formal findings.

OPD and City Response

As of publication, neither the Orlando Police Department nor Commissioner Rose has publicly confirmed whether the allegations described in the email prompted an internal investigation, ethics referral, or review by state authorities. The email itself indicates that Genao requested reassignment to avoid further exposure and potential implication.

Commissioner Rose has not publicly responded to the specific allegations detailed in the email. The City of Orlando has also not issued a statement confirming whether the matter was referred to the State Attorney, the Florida Commission on Ethics, or any other oversight body.
