Orlando, FL – May 29, 2025 — Attorneys for City Commissioner Regina Hill are calling for the removal of a key state witness after discovering that former State Attorney Andrew Bain, a DeSantis appointee, paid her more than $41,000 while she was listed as an essential part of the prosecution’s case.
According to a motion filed by Hill’s defense team this week, Sandra Lewis—identified by the State as a Category A witness—received $41,095 from Bain’s political action committee, Justice PC, between August and November 2024. The payments came months after Lewis was added to the witness list and while Bain was still serving as State Attorney.
“This is a serious breach of due process,” the motion reads, calling the payments a violation of Brady and Giglio, two landmark legal standards requiring the State to disclose any information that could impeach a witness’s credibility.

Hill’s attorneys argue the financial relationship between Bain and Lewis was never disclosed, despite its clear potential to influence testimony. The motion calls the situation “beyond troubling” and suggests it may have compromised the integrity of the entire case.
The defense also alleges that Lewis gave contradictory and evasive testimony during two depositions, refusing to answer basic questions about her employment and business dealings. Her inconsistent behavior, combined with the undisclosed payments, has led the defense to demand her removal from the trial.
No ruling has been issued yet on the motion, but if successful, it could deal a major blow to the prosecution’s case against Hill.

In 2023, Orange-Osceola State Attorney Monique Worrell was stripped of her power by Governor Ron DeSantis via an Executive Order calling her ‘weak on crime,’ and citing a “neglect of duty.” Governor DeSantis replaced Worrell with Andrew Bain — a former judge who ran unsuccessfully against Worrell. Shortly after the 2024 election, Bain’s administration made comments about refusing to leave office against the will of the voters. Bain then backtracked saying he would work with the new administration to ensure a smooth transition.
Andrew Bain is now a Governor DeSantis appointed Judge in the Orange Osceola Ninth Judicial Circuit.
