Community and Family Services is the County’s leading provider of human and social service programs, overseeing such well known entities as Head Start, Parks & Recreation, Community Action and the Regional History Center. Some of our department’s most noted programs include the Low-income Home Energy Assistanc
e Program (LIHEAP), the Emergency Rental Assistance Program (ERAP-2), the 4-H Youth Development Program, and Great Oaks Village, which is Orange County’s largest and oldest foster care group home.
